On Wednesday night, the cargo apparently shifted in an 18-wheeler as it tried to merge onto I-10 in Baytown, Texas from the Texas 330 Spur. The sudden cargo shift sent the tractor-trailer into a rollover that left it lying on the driver’s side in the I-10 East frontage road.
