On a recent Friday night, Kelvin Lee Roy, a Beaumont man with several prior convictions for drug possession and DWI, crashed into a Honda minivan at South Main Street and Old Highway 90 in Vidor. The Honda minivan was occupied by a high school student sitting in the back seat, and her mother who was driving. The Honda had been stopped at the intersection. The fatal Vidor wreck took the life of the teen.
Authorities mentioned that evidence was found at the scene indicating that Kelvin Lee Roy might have been intoxicated at the time of the fatal Vidor wreck. And results of a background check detailed in a report by Agustin Garfias of 12 News KBMT and K-JAC News showed the following prior convictions:
Texas tightened up its DWI laws in 2009, but we still can’t seem to keep dangerous drivers off the road even when they have a rash of priors, like this Beaumont man, that indicate they’re an impaired driving risk.
Data I noticed on the MADD (Mothers Against Drunk Driving) website some time ago said that, on average, for every arrest of a drunken driver, that driver has already driven while intoxicated more than 80 times.
Drunken drivers kill people every day on U.S. roads. One third of annual accident fatalities involve intoxicated drivers.
It’s time to come up with a real plan for ending drunken driving. Ignition interlock devices and suspension of driver’s licenses aren’t completely effective. The recidivism rate for drunken drivers is extremely high. We need to keep impaired drivers off the roads. Period.
